Elisa C. Cox was appointed as Rancho Cucamonga’s fourth City Manager in December 2025, following nearly a decade of service as Assistant and Deputy City Manager. Prior to joining Team RC, Elisa worked for the City of Sierra Madre, where she held various roles across the organization, culminating in her position as Assistant City Manager. Her passion for public service began with her first job at the local city pool, teaching swimming lessons.
Elisa currently serves as the West Coast Regional Vice President for the International City/County Management Association (ICMA), is a past President of the Cal-ICMA. She is also active with the League of California Cities, serving as a member of the City Managers Department Board and previously chairing the Governance, Transparency, and Labor Relations Policy Committee.
She holds a Master’s degree in Business Administration with an emphasis in Marketing from California State Polytechnic University, Pomona, and earned her Bachelor of Science in Recreation, Parks, and Tourism Administration from California Polytechnic State University, San Luis Obispo. Elisa has been an ICMA Credentialed Manager since 2021.
