The Transportation Development Section is responsible for the installation and maintenance of the City's traffic circulation facilities, including traffic signals, pavement markings, and roadside signs. Transportation Development also reviews new development projects for consistency with the City's General Plan Traffic Circulation Element, designing new traffic signal and striping plans, preparing traffic signal timing and synchronization plans, plan checking new traffic signal, street light and striping plans prepared by developers, managing the traffic signal and annual street striping maintenance contracts, determining speed limits, investigating citizens traffic safety concerns, and collecting and compiling traffic count data.

The Traffic Section is responsible for the analysis of traffic congestion, delays and collision records throughout the City. Staff works closely with adjoining communities, the Southern California Association of Governments (SCAG), and the San Bernardino County Transportation Authority (SBCTA) to ensure consistency and uniformity with regional transportation programs. For example, the City closely harmonizes its signal designs and study guidelines with those of the California Department of Transportation (Caltrans). Those guidelines include supporting information from all regions of the State, to ensure uniformity. Many of the projects undertaken by the Traffic Section are funded through or by Caltrans.
