The department provides public services to you by five major work divisions: Administrative and Support Services, Plan Check, Permit, Grading, and Community Improvement. With twenty-four dedicated employees in the department, we will be able to serve you from plan check, permit process for construction projects on private properties, to the requirements of property maintenance or respond to any questions you may need regarding the enforcement of ADA, structural engineering, energy, fire, life safety requirements.

Building & Safety Services Manager
The Building and Safety Services Department provides quality service to the community in a manner that is comprehensive, efficient and knowledgeable. We continue our commitment to excellent public safety and quality of life by building strong relationships and partnerships with residents, businesses, and the development communities; through innovative programming, technology and the enforcement of the highest standards of codes adopted by the state and city.
The goal of Building and Safety is to provide excellent public service, by expanding and broadening communication with our customers, while maintaining comprehensive citywide construction and code enforcement programs.
Highlights of Fiscal Year 2016 - 2017
This year, the department will work closely with the local chapter of the Building Industry Association (BIA) for the code adoption and code amendment process. The department will adopt the latest building construction codes in early 2017 and after the State’s adoption of the codes
With the anticipation of a few larger and complex mixed-use, high density projects, the department continues to maintain the quality in-house plan check services, but at the same time, a small increase in the contract service budget is proposed during FY2016/17 in order to meet the needs of timely plan check and inspection services for these types of complicated projects
This is a year of transition for the Building and Safety organization. The department continues to focus on the enhancement of the use of Accela Automation (AA) permit software and the Electronic Development Review (EDR) process. Almost 4,300 people have registered and are frequent users of the online AA and EDR systems at this time. These processes will continue to improve employee productivity and excel the customer service to the highest level of excellence

What is Accelerate?
Accelerate is the City's online portal service to help you apply for a permit, track it's review, request inspections, view inspection results, and pay applicable related fees.
Is there a Mobile Device Version?
The Mobile Device Version (https://aca.accela.com/cityofrc/amca/) offers a convenient way to schedule inspections & view their status, and you can also track the status of your record from initial application through to completion.
How do I get help?
If you need help setting up or accessing your Accelerate user account, you can review the provided online resources (FAQs and Help) or call (909) 477-2710 during business hours and ask the Operator to transfer you to one of the permit counter staff who will provide concierge assistance.
To request to have them linked you must:
1. Create your Accelerate user account and after creating your account
2. Complete and submit the Link Existing Cases/Records form
