Planning Department - Review Committees

Following the determination by the City that an application is Complete, i.e., all the necessary information for accurate review has been submitted, an application will be scheduled for Committee review per the guidelines set forth in Section 17.06.010(E) of the Development Code.  All Committee reviews occur prior to scheduling the project for review and action by the Planning Director or the Planning Commission.  Each Committee will review the application and make a recommendation to the Planning Director or the Planning Commission. If necessary, the Committees will also include conditions of approval.

Grading Review Committee (GRC)

The Grading Review Committee is responsible for reviewing Grading Plans for conformance with adopted grading standards and policies. The Committee is comprised of representatives from the Building and Safety and Engineering (Public Works) Departments. Their focus is on the adequate provision for on- and off-site drainage, management of water flow around structures, the aesthetic impact of proposed excavation and/or fill, and minimizing grading (especially in hillside areas).

Grading Review Committee meetings are held on the 1st and 3rd Tuesdays of the month in one of the Planning Department's conference rooms. The project applicant is not required to attend the meeting.

Design Review Committee (DRC)

The Design Review Committee is a critical step in the review process because of the emphasis on quality design in the community as described in the City's General Plan and Development Code, and as exemplified by existing development. The Design Review Committee consists of two Planning Commissioners and the Planning Director (or his designee). The focus of their review is on architecture (including material, finish, colors, and trim), site layout, building plotting, landscaping, compatibility with surrounding properties, and, from time-to-time, signs. The composition of the Committee provides a fair indication of what the Planning Commission's response will be to a project at the public hearing.

Design Review Committee meetings are held on the 1st and 3rd Tuesdays of the month and begin at 7:00pm in the Rains Room in the Civic Center. The project applicant is generally required to attend the meeting to explain the project, to discuss outstanding design issues, and to discuss solutions with the Committee.

Technical Review Committee (TRC)

The Technical Review Committee ensures a project conforms to adopted building and engineering standards. The Technical Review Committee consists of representatives from Engineering (Public Works), Engineering (Traffic), Fire Construction Services (FCS), and Building and Safety. Representative from outside agencies, such as the Cucamonga Valley Water District (CVWD), also provide comments. The focus of their review includes, but is not limited to, public improvements (such as streets, curbs, gutters), access to and from the public right-of-way and the project site, utilities, emergency access and circulation, fire hydrant locations, and landscaping in the public right-of-way. The Committee's analyses and recommendations are also used as part of the environmental assessment required by State law.

Technical Review Committee meetings are held on the 1st and 3rd Tuesdays of the month and begin at 3:00pm in one of the Planning Department's conference rooms. The project applicant is generally required to attend the meeting to explain the project, to discuss outstanding technical issues, and to discuss solutions with the Committee.

Trails Advisory Committee (Trails)

The Trails Advisory Committee reviews the location and design of trails for all projects located in the Equestrian Overlay. This Committee consists of two Planning Commissioners, the Planning Director (or his designee), and several members of the community. The City's General Plan and Trails Implementation Plan establishes an extensive network of horse riding, biking, and hiking trails. This Committee ensures that the proposed project meets the requirements of the community by reviewing trail alignments, access to the trails network, the locations of horse corrals, and technical considerations such as trail width, gates, and surfacing.

Trails Advisory Committee meetings are held on the 2nd Wednesday of the month and begin at 6:00pm in the Rains Room in the Civic Center. The project applicant is generally required to attend the meeting to explain the project, to discuss outstanding design issues, and to discuss with the Committee solutions.

Note: If a project has numerous or complicated issues that remain to be resolved, any one of the Committees may require the applicant to revise the project and/or correct errors and return for a follow-up review.
