Public Participation

We value and encourage public participation throughout the review process, and at Planning Commission and Planning Director public hearings. Public hearings are required for the following types of applications per Section 17.02.110 of the Development Code:

  • Any change or amendments in the text of the Development Code and/or General Plan;
  • Any change in the District (Zoning) Map;
  • As specifically required by state law such as tentative and parcel maps, conditional use permits, variances, etc.
  • As determined to be necessary or desirable by the Planning Director, Planning Commission, and/or City Council.
  • Apartments and/or multi-family projects of four units or more.

At the Public Information Counter - At the Counter, one of our goals is to answer your questions about a project that is under review, has been approved, is under construction, or has been completed. We can answer these questions over the phone or in person. Project files, (including, plans, environmental documents, and staff reports) are here at the Planning Department's offices and are available for your review. If you would like to review a file, call us and ask to speak to a counter planner. Let the counter planner know which project interests you and they will make arrangements to have the file available when you come in. If you have more in-depth questions, they can refer you to the planner who has been assigned to the project. The Public Information Counter is open during regular business hours from 7:00am to 6:00pm.

If you are interested in participating or observing, please feel free to attend. If unable to attend, interested persons may also submit written correspondence to the City for the Planning Director's review. To encourage maximum participation, the City uses several methods of public notification:

Neighborhood Meetings

For large, or potentially controversial in-fill residential and commercial projects, the City will require an applicant to meet with surrounding residents/property owners within 660 feet to conduct a neighborhood meeting. This meeting is usually held before the application is reviewed by the City's Review Committees. These meetings are arranged and conducted by the applicant and are held at facilities such as schools, churches, or community centers that are near the project site location. The purpose of these informal meetings is for the applicant to explain the project to the residents, provide plans and supporting documents for review, and receive input from the residents. Depending on the type of project, there may be more than one meeting.


Postings

Standard Notice Requirements for a public hearing, per Section 17.02.110(C)(1) of the Development Code, require that the site be posted with an 11" x 17" placard, such as the one below-left, that is stapled to a wooden stake which contains a brief description of the project and the hearing date. Depending on the size of the project site and the type of project, there may be more than one posting. In addition to standard notice requirements, per Section 17.02.110(C)(2) of the Development Code, Notice of Filing signs, such as the one below-right, measuring about 4 feet high x 8 feet wide, mounted on posts 6 to 8 feet high, are constructed at locations along the perimeter of the project site that abut major streets.

These signs are required for development applications that meet one of the following criteria:

  • The proposed development is a residential infill (surrounded by existing development) project with a higher intensity land use than that of the existing neighborhood; or
  • The proposed infill project requires a General Plan land use amendment; or
  • The proposed infill project requires an Environmental Impact Report (EIR); or
  • As determined to be necessary and desirable by the Planning Director based on the nature of the proposed project.

The sign lists the project file number, the description of the development, the applicant's name (with contact information, and the City's contact information. The sign is installed within a few months after an application is submitted. In the lower right corner of the sign, a space is reserved for public hearing information that will be stapled to the sign by a staff member from the Planning Department.


Mailed Notices

Public hearing notices are mailed to all property owners within a radius of 660 feet of the project site's boundaries at least 10 days prior to public hearing for all projects which require a public hearing. An expanded notification area beyond the 660- foot radius may be used if the application is for:

  • Residential infill project with higher intensity land use than existing neighborhood;
  • A General Plan amendment; or
  • An Environmental Impact Report; or
  • As determined to be necessary and desirable by the Planning Director based on the nature of the proposed project.


Newspaper Advertisement

Public hearing notices are published in the Inland Valley Daily Bulletin newspaper in the legal advertisement section.
