The City of Rancho Cucamonga maintains non-exclusive cable television franchises with three cable companies: Charter Communications (serves a majority of Rancho Cucamonga residents), Time Warner Cable, and Verizon FIOS TV.
As of May 2008, the cable operators are franchised by the State of California. The City’s franchise agreement with the cable companies provides customer service standards for cable service. The City Manager’s Office works with the cable companies to resolve customer issues and ensures the very best possible service to Rancho Cucamonga citizens.

Federal and State Regulations
Under current Federal and State Law, the City’s authority over cable companies is very limited; we are usually only able to assist customers in cooperation with their cable company’s government affairs manager. Cable television regulations are established by the Federal Communications Commission in Washington, D.C. During 2006, the California State Legislature enacted the Digital Infrastructure and Video Competition Act of 2006 (DIVCA). Effective January 1, 2007, state legislation preempted local authority to enter into Franchise Agreements with cable providers. Instead, this authority is vested with the California Public Utilities Commission. Customer Services Standards
Under the State Law (DIVCA), municipalities are able to impose some minimal customer service standards. The City of Rancho Cucamonga has taken advantage of this opportunity, to the extent allowed by the California Public Utilities Commission, to establish certain standards. Those standards can be found in the Rancho Cucamonga Municipal Code Section 7.02.060.
