Utility Billing

Utility payments may be paid by cash, check, cashier's check, money order, or credit card (Visa & MasterCard only).

Payments may be mailed to (Please do not mail cash):

Payments may also be made in person at City Hall during regular business hours – Monday through Thursday from 7:00 a.m. to 6:00 p.m. Please submit payment by 5:00 p.m. for same-day processing.

At this time, RCMU does not accept bill payments online.

                             4.  Summary of Current Charges
Energy Charges are per kilowatt-hour (kWh) consumed.Demand Charges are based on peak demand.  The peak demand is the highest amount of electricity used during a defined time interval, typically over a full hour.  Rate Class – This identifies the RCMU rate used to calculate your bill. Additional information regarding your Rate can be found in the current Rate & Tariff section.Facilities-Related Demand charge is billed on a per-kW basis and is in effect in each billing period throughout the year.  It is applied to the greatest amount of registered demand in each billing period.  This charge is necessary to recover costs for the installed transmission and distribution facilities to serve your highest demand during the year.Customer Charge covers a portion of basic services such as bill preparation, meters, meter reading and customer billing.  This charge also includes the Public Benefit Charge to fund energy efficiency programs, renewable energy resources, research, etc.Meter Reading Summary – Your electric meter read information for the billing period is located here.  This includes the meter number, the billing dates of service, and the number of days in the billing period.  Total consumption for electric is shown in kilowatt-hours or kWh.Summary of Current Charges – Your electric charges for the billing period are located here.  Scroll over the Transaction Type for a description of each charge.Time-Related Demand charge is applied only during RCMU’s summer season.  It is a per-kW charge and is applied to the greatest amount of registered demand in each summer season billing period. First, there is an ACCOUNT number that is associated with the service location and meter. State Electric SurTax - The Energy Resources Surcharge was established in 1975 by the State of California to fund the California Energy Commission. All electric utilities in the state must collect and remit to the State Board of Equalization the amount of the applicable surcharge. The surcharge is subject to periodic revision by the Board of Equalization, but cannot exceed two-tenths of a mill ($0.00029) per kWh.Facilities-Related Demand charge is billed on a per-kW basis and is in effect in each billing period throughout the year.
