Chuck was elected to the City Council in 1982 and served from 1982-1984 (serving as Mayor Pro Tem), 1986-1990 and 1990-1994. He recently was appointed to the City Council to serve until November, 2012. 

Chuck lives and works in Rancho Cucamonga. He was appointed to the Community Foundation in May 1999. His previous City experience includes serving as a Charter Member and Chairman of the Rancho Cucamonga Citizen's Advisory Commission. Chuck has also served on the R.C. Chamber of Commerce Board of Directors as Chamber President and on numerous regional public boards and commissions.

Chuck owns his own business, Charles Joseph Associates, which is a consulting firm providing government relations, development liaison and risk management services for a number of public and private sector clients. He is a Minority Owner of the Rancho Cucamonga Quakes, a Los Angeles Dodgers high Class A farm team, and serves on their Board of Directors. He also serves on the Board of Directors for Red Hill Country Club, which is located in Rancho Cucamonga, and is the Club Membership Chairman.

Chuck was recently recognized by the San Bernardino County Safety Employee's Benefit Association as a 2011 Distinguished Benefactor Honoree for his continued service in making a positive impact on the lives of underprivileged youth.
