The City of Rancho Cucamonga ordinance number 32.0108(a) states that “No person owning or having control of any animal shall permit such animal to stray, to run at large upon any private or public street, sidewalk, school ground, public park, playground, place of public assembly or any other public place or upon any unenclosed private lot or other unenclosed private place or upon any private property without the consent of the owner or person in control thereof. Parkways comprising the area between the street and sidewalk shall be included as private property for purposes of this section”.
Should you find a dog loose in this manner, contact our Field Services division during our normal dispatch hours. The dispatcher or officer taking the compliant will need the address or location of the dog and a description of the dog. This information will be used to check for prior violations of the leash law. Field Services will need to obtain your name, address and phone number. We cannot take anonymous complaints, but will not disclose this information to the dog owners. We must have the information since this is an investigation and our field officer may need to follow up with the reporting party for additional information or witness statements.
Any past leash law violation complaints that are non-aggressive in nature will be sent an initial letter of compliance. Most of our leash law complaints can come into compliance with this initial mail contact. If the violation continues, and a second past leash law complaint is received the reporting party will need to have photos of the violation with the time and date on the photo for an officer to respond. We will not send multiple letters to the dog owner if the reporting party does not take photos of the violation. If our officers witness the violations of the city’s leash law or are presented with evidence (ie: photos) citations can be issued to the dog owner.
If there is a complaint regarding a past leash law complaint where the dog displayed aggressive behavior or the leash law complaint is currently occurring then an officer will respond for the initial complaint and any additional complaints if they occur after the past leash law complaint letter is sent to the dog owner and photos are received.
