Community Facilities District 2000-03

Community Facilities District 2000-03 (Rancho Summit) is a Mello Roos District. Special taxes are levied on property owners each year to meet the budget requirements for the current year. The district was formed to build facilities such as, Equestrian Facilities, Basketball Courts/Ball Fields, a Park and Landscape and Maintenance District Parkways. The site consists of approximately 132.94 gross acres for the development of 360 homes. The Heritage at Rancho Summit will have 265 homes and the Legacy at Rancho Summit will have 95 homes. The District is bounded by the San Bernardino National Forest approximately 2.5 miles towards the north;  the State Route (210) Freeway is about 1.25 miles to the south; the Interstate 15 Freeway is located approximately 1 mile to the east and East Avenue is about 0.75 miles towards the west. 

The special taxes for residential property are based on the square footage and have Assigned Special Tax A that pays debt service on the bonds and Assigned Special Tax B is for maintenance of certain public improvements that do not represent security for the Bonds. Special Tax B is ongoing and can increase between 2 and 6 percent annually.  

Assigned Special Tax A ranges from $1,707.00 for residential property less than 1,850 sq. ft. up to $2,696.00 for residential property greater than 3,450 sq. ft.. Non-Residential property is assessed at the rate of $12,600.00 per acre. The special assessment for Special Tax B is $1,000.62 per single family residence. Non-Residential property is assessed at the rate of $4,683.00 per acre. The bonds were sold in 2005 and will expire in 2035.
